EPA Issues Ozone Development Plan and Research Strategy, December 2001
EPA has issued a draft Work Plan for the development of a revised Criteria Document for ozone. Publication of the Work Plan is the first step in beginning the next periodic review of the ozone air quality standard, last revised in 1997.
The draft Work Plan lays out in detail the procedures for the development of a Criterial Document for ozone and related photochemical oxidants.
The proposed schedule for the development of the ozone Criteria Document extends until March 2004. Given that the development of a staff paper and proposed and final rule could take several years additional time, a final rule is not likely until 2006 or later, four or more years after the statutory deadline for review of July 2002.
The American Lung Association® filed written comments on the schedule which are available at: American Lung Association® comments on Ozone Work Plan.
The deadline for written comments on the Work Plan was February 15, 2002, but there will be another opportunity for oral and written comments when the Clean Air Scientific Advisory Committee meets in Spring 2002 to review the draft document.

In addition, EPA released a draft research plan for ozone, which will also be reviewed by CASAC in the spring. After the spring meeting, EPA will solicit nominations and appoint a new CASAC panel to participate in the review of the ozone standard.
