CASAC PM Review Panel Exerts Powerful Influence
The Clean Air Act requires EPA to establish an “independent scientific review committee” comprised of seven members to review the Criteria Document. This committee is known as the Clean Air Scientific Advisory Committee, or CASAC.
The Clean Air Act specifies that CASAC must include at least one member of the National Academy of Sciences, one physician, and one person representing State air pollution control agencies.
In additon to the CASAC members, EPA appoints additional consultants to serve on review panels for each air pollutant.
Unfortunately, the CASAC review panels are frequently heavily weighted with industry representatives. Expertise of individual panel members ranges from atmospheric processes, to air quality monitoring, to toxicology.
The CASAC panel must “reach closure” on the adequacy of the Criteria Document and Staff Paper before EPA can proceed to publish a regulatory proposal. Thus the panel has enormous influence on EPA’s standard-setting process.
